Job Purpose
To lead and manage all rock excavation, soil mining, quarrying, earthwork, and material production activities for infrastructure projects. The role is responsible for achieving production targets, ensuring safe mining operations, maintaining statutory compliance, optimizing equipment utilization, and delivering mined material as per project requirements and quality standards.
Key Responsibilities
Mining Operations & Production
- Lead and oversee all rock and soil excavation activities, including drilling, blasting, ripping, excavation, loading, hauling, and disposal.
- Prepare and execute short-term and long-term mining plans in coordination with project and planning teams.
- Ensure achievement of production targets for rock excavation, overburden removal, and soil extraction.
- Monitor daily production, equipment productivity, and operational efficiency.
- Optimize quarry and borrow area operations to ensure uninterrupted supply of construction materials.
- Coordinate with project execution teams to align mining output with project schedules.
Geotechnical & Quarry Management
- Monitor slope stability, bench formation, excavation safety, and ground conditions.
- Ensure proper development and maintenance of quarries, borrow pits, and dumping areas.
- Review geological and geotechnical reports for effective mine planning.
- Implement measures for safe excavation in varying rock and soil conditions.
- Recommend suitable excavation methodologies based on site geology and project requirements.
HEMM & Equipment Management
- Ensure optimum utilization of Heavy Earth Moving Machinery (HEMM), including excavators, dumpers, dozers, loaders, graders, drills, and crushers.
- Monitor equipment availability, productivity, fuel consumption, and maintenance schedules.
- Coordinate with the maintenance department for preventive and breakdown maintenance.
- Implement cost-control measures to improve operational efficiency.
Safety, Environment & Compliance
- Ensure compliance with Mines Act, DGMS regulations, environmental regulations, and company safety policies.
- Conduct regular safety inspections, audits, toolbox talks, and risk assessments.
- Lead incident investigations and implement corrective and preventive actions.
- Ensure compliance with environmental management plans, rehabilitation, and waste management practices.
- Promote a strong safety culture across all mining operations.
Planning, Cost Control & Reporting
- Prepare annual budgets, production forecasts, and operational plans.
- Monitor mining costs, productivity indicators, and budget adherence.
- Analyze operational data and prepare daily, weekly, and monthly MIS reports.
- Recommend process improvements to enhance productivity and reduce operating costs.
- Support management with strategic planning and decision-making.
Team Leadership
- Lead and develop a team of mining engineers, geologists, surveyors, supervisors, operators, and contractors.
- Conduct performance reviews, training programs, and succession planning.
- Foster teamwork, accountability, and operational excellence.
- Ensure availability of skilled manpower to meet project requirements.
Qualification & Experience
Educational Qualification
- Bachelor’s Degree in Mining Engineering / Civil Engineering.
- Master’s Degree in Mining Engineering or Project Management will be preferred.
- First Class Manager’s Certificate of Competency (preferred for mining operations).
Experience
- 15–20+ years of experience in open-cast mining, quarry operations, rock excavation, and large-scale infrastructure projects.
- Minimum 5 years in a senior leadership role managing rock and soil mining operations.
- Experience in highways, railways, tunnels, dams, irrigation, metro, or industrial infrastructure projects preferred.

Job Purpose
To lead and manage the Plant & Machinery function for marine and infrastructure projects, ensuring optimum utilization, maintenance, deployment, compliance, and cost-effective management of construction equipment, marine vessels, and support assets. The role is responsible for maximizing equipment availability, minimizing downtime, ensuring safety compliance, and supporting timely project execution.
Key Responsibilities
Plant & Equipment Management
- Lead the planning, deployment, operation, and maintenance of all construction equipment and marine assets across multiple projects.
- Ensure optimum utilization and availability of heavy construction equipment and marine machinery.
- Develop equipment mobilization and demobilization plans in line with project schedules.
- Monitor equipment performance, productivity, fuel consumption, and lifecycle costs.
- Establish preventive and predictive maintenance programs to minimize equipment downtime.
- Ensure availability of critical spares and consumables for uninterrupted operations.
Marine Equipment & Fleet Management
- Manage marine construction assets including barges, jack-up platforms, dredgers, tugboats, workboats, pontoons, cranes mounted on barges, and support vessels.
- Coordinate vessel inspections, certifications, dry docking, and statutory compliance requirements.
- Ensure proper maintenance and operational readiness of marine fleets.
- Monitor marine equipment utilization and optimize deployment across projects.
- Coordinate with marine operations teams to ensure safe and efficient execution of offshore and coastal activities.
Maintenance & Engineering
- Develop maintenance strategies and annual maintenance plans for all plant and marine assets.
- Analyze equipment failures and implement corrective and preventive measures.
- Ensure compliance with OEM maintenance standards and warranty requirements.
- Lead equipment audits, technical inspections, and condition assessments.
- Evaluate equipment replacement, refurbishment, and asset enhancement opportunities.
Procurement & Asset Planning
- Participate in procurement planning for new equipment and marine assets.
- Conduct technical evaluations and recommendations for equipment purchases and rentals.
- Negotiate and manage Annual Maintenance Contracts (AMCs), rental agreements, and service contracts.
- Prepare capital expenditure (CAPEX) proposals and asset investment plans.
- Maintain an effective asset management system and equipment database.
Safety, Quality & Compliance
- Ensure compliance with statutory regulations, marine safety standards, and company HSE policies.
- Coordinate inspections and certifications from relevant authorities and classification agencies.
- Conduct safety audits, risk assessments, and incident investigations related to plant and marine operations.
- Promote a culture of safety, preventive maintenance, and operational excellence.
- Ensure compliance with environmental regulations related to marine and construction equipment operations.
Cost Control & Performance Management
- Prepare and manage annual P&M budgets.
- Monitor maintenance costs, fuel consumption, repair expenses, and asset utilization.
- Implement initiatives for cost reduction and operational efficiency.
- Develop and monitor key performance indicators (KPIs) for plant and marine assets.
- Present periodic MIS reports and performance reviews to senior management.
Team Leadership
- Lead a team of equipment managers, marine engineers, maintenance engineers, workshop staff, operators, and contractors.
- Drive skill development, training, and succession planning within the P&M function.
- Establish performance standards and accountability across teams.
- Foster cross-functional coordination between project, procurement, logistics, and maintenance departments.
Qualification & Experience
Educational Qualification
- Bachelor’s Degree in Mechanical Engineering / Marine Engineering.
- Master’s Degree in Engineering, Operations Management, or Business Management will be preferred.
Experience
- 18–25 years of experience in Plant & Machinery management within infrastructure, marine construction, ports, harbors, jetties, dredging, or offshore projects.
- Minimum 8 years in a senior leadership role managing large equipment fleets and marine assets.
- Proven experience handling marine equipment such as barges, dredgers, tugboats, floating cranes, jack-up platforms, and associated support vessels.
- Experience in large EPC infrastructure projects involving coastal, port, jetty, bridge, or marine construction works.
